KUALA LUMPUR 6 Mei - Datuk Seri Najib Tun Razak berkata, keupayaan dan daya saing orang Melayu perlu dikukuhkan melalui perubahan minda dan sikap supaya mereka lebih berkeyakinan untuk bersaing dengan bangsa-bangsa lain di peringkat antarabangsa.
Perdana Menteri berkata, atas sebab itulah walaupun kerajaan meneruskan dasar afirmatif, kerajaan akan mentransformasikan pendekatan dasar itu untuk membantu dan memberikan insentif kepada orang Melayu yang mempunyai potensi untuk maju.
Dalam erti kata lain, katanya, kerajaan akan membantu orang Melayu yang telah membuktikan kemampuan mereka untuk mencapai kejayaan yang lebih besar.
''Sebagai contoh, jika syarikat orang Melayu sudah berjaya, kita mahu jadikan syarikat yang berkenaan itu berjaya di peringkat serantau sebagai juara serantau dan seterusnya menjadi juara dunia," katanya dalam blognya di http:/ /www.1malaysia.com.my.
Beliau berkata demikian sebagai menjawab pandangan seorang penulis blog yang menggelarkan dirinya Denai Hati yang berharap Perdana Menteri dapat membawa agenda memperkasa minda orang Melayu untuk menjadi Melayu moden dan beriman.
Denai Hati turut berharap agar agenda memperkasakan minda itu akan dapat mengikis sifat negatif yang bermaharajalela dalam pemikiran orang Melayu yang mana akan menyebabkan kemajuan mereka terbatas.
Mengulas lanjut, Perdana Menteri berkata, pendekatan meneruskan dasar afirmatif bererti kerajaan mahu mewujudkan persaingan sesama bumiputera.
''Kita akan memilih mereka berdasarkan merit dan kemampuan. Melalui pendekatan itu, saya percaya kita mampu mengetengahkan bumiputera yang berjaya disebabkan kita telah memilih mereka yang sudah terbukti memperlihatkan kemampuan untuk bersaing di peringkat dunia.
''Oleh sebab itulah kita akan teruskan dengan tindakan afirmatif tetapi dengan menggunakan pendekatan yang lebih mesra pasaran, lebih berdasarkan merit dan sesuai dengan mereka yang benar-benar mampu atau yang perlu diberi bantuan," katanya.
Sementara itu, menjawab soalan seorang lagi penulis P. Sritharan mengenai Perdana Menteri yang kerap melakukan kunjungan berjalan kaki mesra rakyat, beliau berkata, kunjungan itu bukan sahaja bertujuan bertemu rakyat malah beliau akan mengetahui keadaan sebenar rakyat di negara ini.
''Saya memang merancang aktiviti kunjungan berjalan kaki ini dengan hasrat apabila saya turun padang, saya bukan hanya dapat berjumpa rakyat malah menyelesaikan masalah dan isu setempat mereka," katanya.
Perdana Menteri berharap, proses berhubung dan mendekati rakyat bukan hanya melalui kunjungan berjalan kaki malah proses itu juga dapat dilaksanakan melalui blog, Facebook dan Twitter beliau.
''Saya berharap dapat mengadakan sesi minum petang dengan rakan Facebook saya (kali pertama telah berjaya) dan saya berdoa akan ada lebih banyak peluang untuk mengundang lebih ramai rakan Facebook saya menghadiri pertemuan pada masa hadapan," katanya.

Supplements to keep stroke at bay

White matter lesions are commonly seen in older people and those with a history of hypertension, diabetes and high cholesterol as well as people suffering from dementia, Parkinson's and Alzheimer's disease.
"We have seen this positive development in some of the volunteers during clinical trails," Dr Yuen said.
"Tocotrienols not only work for strokes but also lower cholesterol levels, fight cancer, anti-ageing and aid in a host of other diseases.

KEBALA BATAS: Universiti Sains Malaysia and the Malaysian Palm Oil Board have come up with a supplement that may be able to help prevent strokes.
The supplement was developed together with a private company called Carotech Bhd.
Clinical trials are being conducted involving 400 volunteers at Kepala Batas Hospital and initial findings have so far been positive.
The project's lead researcher, Prof Dr Yuen Kah Hay of USM's school of pharmaceutical sciences, said it was found that Vitamin E tocotrienols derived from palm oil reduced and eliminated white matter lesions associated with stroke.

"During a stroke, brain cells die but with tocotrienols, we noticed that the brains cells come back to life. Our clinical trials have shown that tocotrienols are neuro- and cardio-protective."
Tocotrienols, part of the Vitamin E family, are found in numerous natural sources, with oil extracted from palm fruit having the highest content of tocotrienols.
Stroke is the third major killer in Malaysia after cardiovascular disease and cancer.
Malaysia has more than 50,000 cases of stroke annually, with 3,300 fatalities. There is no known drug yet for stroke prevention.
The findings of the clinical trials is expected to be revealed early next year.
"Tocotrienols also lower cholesterol levels, but our focus is on stroke prevention. This is because there are already many statin drugs that improve blood cholesterol levels in the market. However, there is none for stroke," said Dr Yuen.
"We wanted to have multiple sites for clinical trials but the cost was too high. In the past three years, we received RM3 million in funding from the board to conduct research on a bigger scale."

"Some stroke patients are incapacitated for years and this can put a financial burden on families. In America, one person is brought down by stroke every second.
"Based on the sedentary lifestyle that Malaysians are leading, we, too, are heading in that direction."

Kelantan palace guard shot on his way home

KOTA BARU: A security guard with the State Palace and Istana Mahkota here was shot as he was returning to his house in Kampung Sungai Pinang in Tumpat after work early yesterday.
Ramli Mohd, 50, was riding a motorcycle when he was attacked by two men about 12.25am.
The father of five, who was shot in the chest, has been warded at Raja Perempuan Zainab II (RPZII) Hospital's intensive care unit.
The state police declined to comment on the incident.
However, the Regent of Kelantan Tengku Muhammad Faris Petra had ordered the police especially the state police chief Datuk Abdul Rahim Hanafi to speed up their investigation into the case.
This was revealed by Kelantan Royal Household comptroller Datuk Abdul Halim Hamad during a press conference at Istana Balai Besar here yesterday.

"He is now reported to be in a serious condition."
Ramli is among five security guards, all former soldiers, attached to the two palaces.
His wife Maznah Mustapa said Ramli usually returned home shortly after midnight.

Sometimes its worse to give than to receive
ANDREW (not his real name), a young baker and restaurateur, is known to many as a generous person.
The 30-year-old likes to bake cookies and cakes and gives them to his family and friends for birthdays, weddings, graduation parties and even sombre occasions like funerals.
Since opening his restaurant last year, Andrew has also been giving not only his baked goods, but between RM100 and RM200 to local council enforcement officers who visit his premises.
Why is Andrew giving them money?

"It takes two to tango, so a giver of bribe is as guilty as the taker," said Malaysian Institute of Integrity president Datuk Dr Mohd Tap Salleh.
"Corruption starts with us, not from the taker's end. To eliminate the practice, we must stop the rot from the head."

The "Guidelines on Giving and Receiving Gifts in Public Service" say that whether or not this is wrong would depend on the situation.
"A gift becomes gratification when a gift is sent for the purpose of getting the person or the organisation to do or not do something. If it is for that purpose, then it becomes a bribe," said MACC chief Datuk Abu Kassim Mohamed.
What about ang pow?
"In the Chinese custom, ang pow are given to the elders, children and single relatives.
"If a Chinese gives it to a Malay, Indian or other race, that cannot be regarded as an ang pow.
"And if it is given for the purpose of getting the person to do or not do something, then it is a bribe," he said.
It is the same with the Malay custom of duit raya, it is given only to children.
What about politicians giving out ang pow or duit raya during festive seasons?
"That can't be done. That can be considered as a bribe, too."
The guidelines, which were drawn up in 1998, also state that a government department is not encouraged to give gifts to VIPs officiating at an event.
If a gift is necessary, then an inexpensive plaque, pennant, handicraft made by the department or other such material meant to promote the department or country, should be chosen.

"But if the letter has the power to compel someone in authority to do something he or she otherwise would not do, then it becomes a corrupt gesture," said Tap.

PM Najib says probe on fatal shooting must be transparent

Aminulrashid was fatally hit in the 2am incident on Monday when police opened fire after he allegedly reversed the car he was driving into police officers while trying to escape a road block in Section 11, Shah Alam, Selangor.
Asked if Inspector-General of Police (IGP) Tan Sri Musa Hassan should step down over the incident, he said he did not think it was right to call for the IGP's resignation because of a single incident he was not directly responsible for.

Concern over teenagers hanging out late at night

KUALA LUMPUR: They have become a common sight in the wee hours of the morning – youngsters hanging out with friends in various spots in the city.
The fatal shooting of 15-year-old Aminulrasyid Amzah by police has now put in the limelight this growing phenomenon of teens staying out late.
Parents, educators and activists are concerned that many teens are disobeying their parents by hanging out with friends all night.
Data in the Malaysia Community and Family Study 2004 by the National Population and Family Development Board (LPPKN) – conducted every 10 years – reveals that staying out late at night is the top activity disapproved of by parents that teenagers love to indulge in (13.5%).
Teenagers hanging out in the Bukit Bintang area late at night. With plenty of entertainment available, many can be seen in the area until the wee hours of the morning. For this section of the study, the LPPKN spoke to over 1,000 youth separately from the rest of their family members.
“We compiled 10 activities on parents’ No-No list and asked the respondents to rank their likelihood of participating in activity against their parents’ wishes,” said LPPKN director-general Datuk Aminah Abdul Rahman.
“Teens staying out late at night are a common thing. Six years ago, it was the top disapproved activity and now, although we don’t have the actual figure, it seems to be growing.
“It may not be critical yet to cause panic but we should be aware of the dangers,” she said.
Kerajaan PAS Kelantan didesak dedahkan maklumat sebenar
KOTA BHARU 1 Mei - Kerajaan Pas Kelantan didesak supaya mendedahkan secara bertulis mengenai wang sebanyak RM4 juta yang dikatakan untuk membiayai operasi gerak saraf melalui sebuah syarikat perunding media, Global Media Channel Sdn. Bhd (GMC) dan pemberian kawasan balak kepada semua syarikat yang terlibat di negeri ini.
Bekas Ketua Angkatan Muda Keadilan Kelantan, Wan Khairul Ikhsan Wan Muhammad berkata, kerajaan negeri dilihat cuba untuk menyembunyikan sesuatu sekiranya tidak berani untuk mendedahkan kesemua maklumat tersebut kepada rakyat.
Beliau berkata, pemimpin Pas juga perlu menjelaskan secara mendalam apakah fungsi sebenar GMC.
"Sekiranya tidak benar, kenapa takut untuk membuat pendedahan. Saya minta kepada kerajaan negeri buat pendedahan secara bertulis dan bukannya di atas pentas ceramah yang hanya didengari oleh ahli Pas, beritahu kepada semua rakyat melalui cetakan risalah.
"Mereka (kerajaan negeri) sepatutnya mencontohi bekas Perdana Menteri, Tun Dr. Mahathir Mohamad yang mendedahkan senarai penerima permit import (AP) selepas didesak oleh Ketua Pemuda UMNO ketika itu, Datuk Seri Ahmad Zahid Hamidi ketika Perhimpunan Agong UMNO, saya masih ingat kerana pada masa itu saya berada dalam dewan perhimpunan," katanya kepada pemberita di sini hari ini.
Sebelum itu, penulis blog terbabit mendedahkan sebuah syarikat telah menderma kepada PASTI sebanyak RM350,000 sekiranya ia diberikan kelulusan terhadap satu projek di mukim Pulai daerah Galas Jajahan Gua Musang.
Wan Khairul Ikhsan berkata, wang sebanyak RM4 juta untuk membiayai operasi gerak saraf bagi menaikkan imej kerajaan negeri seperti yang dikatakan oleh Dewan Pemuda Pas Kelantan adalah amat besar.
"RM4 juta mewakili kira-kira satu peratus daripada jumlah keseluruhan bajet negeri Kelantan pada setiap tahun.
''Tetapi apa yang berlaku, wang ini dengan mudah disalurkan kepada sebuah syarikat perunding media, GMC semata-mata untuk menaikkan imej kerajaan negeri.
"Lagi pun pada masa ini, bayaran skim Takaful Kifalah kira-kira RM3 juta sehingga sekarang belum dijelaskan lagi kepada keluarga si mati, adakah adil, hak rakyat di bawah tidak diberikan tetapi wang ada disalurkan kepada GMC," katanya.
Beliau berkata, berdasarkan maklumat yang diperoleh Suruhanjaya Syarikat Malaysia dua pemegang syer syarikat terbabit adalah terlibat secara langsung dengan politik.
"Saya adalah pemimpin pakatan pembangkang dahulu, saya berada di bawah dan bercampur dengan semua peringkat, rakyat di bawah amat marah apabila wang Kifalah tidak dapat sedangkan saudara atau ibu bapa mereka telah meninggal dunia sejak setahun lalu," katanya.
"Adakah ini cara berpolitik yang baik dan berlandaskan Islam sehinggakan rakyat di bawah tertindas dan wakil rakyat pening kepala setiap kali ada orang yang meninggal dunia kerana terpaksa mendahulukan wang sendiri," katanya.
Tambahnya, beliau percaya apa yang dikatakan oleh Syed Azidi bukannya omong-omong kosong kerana ia berlandaskan kepada fakta.

"RM4 juta mewakili kira-kira satu peratus daripada jumlah keseluruhan bajet negeri Kelantan pada setiap tahun.
''Tetapi apa yang berlaku, wang ini dengan mudah disalurkan kepada sebuah syarikat perunding media, GMC semata-mata untuk menaikkan imej kerajaan negeri.
"Lagi pun pada masa ini, bayaran skim Takaful Kifalah kira-kira RM3 juta sehingga sekarang belum dijelaskan lagi kepada keluarga si mati, adakah adil, hak rakyat di bawah tidak diberikan tetapi wang ada disalurkan kepada GMC," katanya.
Beliau berkata, berdasarkan maklumat yang diperoleh Suruhanjaya Syarikat Malaysia dua pemegang syer syarikat terbabit adalah terlibat secara langsung dengan politik.
"Saya adalah pemimpin pakatan pembangkang dahulu, saya berada di bawah dan bercampur dengan semua peringkat, rakyat di bawah amat marah apabila wang Kifalah tidak dapat sedangkan saudara atau ibu bapa mereka telah meninggal dunia sejak setahun lalu," katanya.
"Adakah ini cara berpolitik yang baik dan berlandaskan Islam sehinggakan rakyat di bawah tertindas dan wakil rakyat pening kepala setiap kali ada orang yang meninggal dunia kerana terpaksa mendahulukan wang sendiri," katanya.
Tambahnya, beliau percaya apa yang dikatakan oleh Syed Azidi bukannya omong-omong kosong kerana ia berlandaskan kepada fakta.

KOTA BHARU 1 Mei - Penulis blog, Syed Azidi Syed Abdul Aziz menegaskan Timbalan Pesuruhjaya II Pas Kelantan, Datuk Husam Musa mengetahui sepenuhnya perjalanan operasi gerak saraf yang dilakukan melalui syarikat Global Media Channel Sdn. Bhd. (GMC).
Beliau berkata, Exco kanan kerajaan negeri itu sepatutnya memberi reaksi yang pelbagai terhadap isu RM4 juta yang digunakan untuk menjalankan operasi gerak saraf itu dan bukan hanya memperkatakan tentang jumlah yang perlu dibayar kepada seorang penulis blog.
"Saya akui dia (Husam) tidak perlu membayar kepada penulis blog seperti saya. Dia boleh buat secara percuma, sebelum ini dia suruh saya 'tibai' (hentam) orang itu dan ini, saya buat secara percuma tetapi lepas isu itu keluar dia tidak mengaku pula.
"Sebenarnya saya tidak faham apa yang dikatakan Husam dalam tulisannya semalam, tetapi ini jawapan saya, 'jangan terjun dulu bos, setidak-tidaknya biarlah masuk dulu dalam pejabat SPRM (Suruhanjaya Pencegahan Rasuah Malaysia). Lepas itu terjunlah.
''Setidak-tidaknya, bolehlah kita pasang lilin depan pejabat SPRM dan bolehlah barisan pimpinan pembangkang mabuk menuntut suruhanjaya diraja'," katanya ketika dihubungi Mingguan Malaysia di sini hari ini.

Husam dalam blognya turut menjelaskan Pas atau mana-mana individu tidak perlu mengeluarkan peruntukan sebanyak itu bagi menjatuhkan bekas Perdana Menteri itu.
Syed Azidi berkata, Husam tidak sepatutnya melatah dengan pendedahan tersebut sekiranya beliau tidak membayar wang untuk operasi gerak saraf itu.
"Wang RM4 juta ini disalurkan secara tunai kepada sebuah syarikat, GMC tetapi tidak dimasukkan ke dalam akaun kerana ia adalah wang yang tidak boleh dijelaskan dari mana wang ia datang.
"Sesiapa yang tidak terlibat dalam menyumbangkan duit ini tidak perlu takut. Saya tidak kata kita lahirkan pembohongan atau fitnah tetapi ia untuk gerak saraf supaya kita dapat timbulkan persepsi buruk terhadap kerajaan Pak Lah, dalam sudut ini Husam amat faham apa sebenar operasinya," kata beliau.
Menurutnya, operasi gerak saraf adalah bertujuan memenangi hati dan minda rakyat dengan menceritakan bahawa pihaknya lebih baik daripada 'musuh' dan bukannya untuk mencipta fitnah atau pembohongan.
Tambahnya, Husam sebenarnya telah menjelaskan fungsi sebenar operasi gerak saraf melalui tulisannya apabila memberikan analogi seorang pembuat kek.
"Dalam operasi ini kalau musuh tidur seminit, kita letak 'serbuk penaik' kata musuh tertidur lima minit kerana kita mahu memenangi hati dan perasaan rakyat," katanya.
Menurutnya, kekalutan yang berlaku sekarang bukannya berpunca daripada kerja-kerja UMNO tetapi adalah hasad dengki, tamak haloba beberapa pihak di dalam Pas Kelantan.
Kata beliau, mereka sengaja menciptanya supaya Husam terjerumus ke dalam 'permainan' tersebut dan pelbagai perkara akan didedahkan.

''Patutlah gagasan dan pemikiran yang baik daripada Barisan Nasional (BN) tidak dapat disebarkan secara meluas di Kelantan,'' katanya ketika dihubungi Mingguan Malaysia di sini hari ini.

KUALA LUMPUR: Police were believed to have fired almost 20 shots but only one hit Aminulrasyid Amzah.
Aminulrasyid crashed the Proton Iswara he was driving into a retaining wall at a house in Section 11, Shah Alam, last Monday.
A source familiar with the case said most of the shots hit the bottom part of the car. It was reported that police had fired shots at the car tyres to immobilise the vehicle.
“Forensic personnel are believed to have recovered more than 10 bullet casings from various locations during the 6km chase from Section 7 to Section 11 in Shah
Alam,” the source said. It is also learnt that the Iswara was not involved or related to any criminal case.
“There was one corporal and one auxiliary police constable in each of the two mobile patrol vehicles that pursued Aminulrasyid in the chase.”
Witnesses claimed that the tyres were already flat during the chase and there were sparks from the left rim.
Following the incident, it was revealed that the four policemen had been reassigned to desk duties until further notice. On Friday, police were
directed to carry out further investigations into the case.
Attorney-General Tan Sri Abdul Gani Patail studied the investigation papers submitted by police and issued additional instructions to the police on several points.
It is understood that an official forensic report will be released tomorrow although senior police officers remained tight-lipped when contacted. In the early morning incident, Aminulrasyid and his friend were pursued by patrol cars across Shah Alam after they refused to stop their vehicle.
It was reported that Aminulrasyid’s friend, a schoolmate, escaped on foot and lodged a police report. He was later interviewed by police for about three hours in connection with the case.
Pas’ Shah Alam member of parliament Khalid Samad called on police to stop the drama. He raised several points, including why police have failed to clear Aminulrasyid’s reputation until now.
He also cited a report lodged by Aminulrasyid’s neighbour, Zafrullah Ahmad Zainal Abidin, 27, who claimed that the Iswara had gone into a ditch and was therefore unable to reverse. It had been reported that police had opened fire in selfdefence when Aminulrasyid attempted to reverse his vehicle.
Khalid said: “I am puzzled how police have completed their investigations even though there are still a lot of witnesses who have yet to come forward.”
