Hadir sama Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin, Menteri Besar, Tan Sri Khalid Ibrahim, Pengarah Jabatan Agama Islam Selangor, Datuk Mohamed Khusrin Munawi dan pegawai-pegawai kerajaan negeri.

Be fair to us, give balanced views, IGP tells critics of boy's shooting

2010/04/30
By Fadhal A. Ghani
KUALA LUMPUR: Inspector-General of PoliceTan Sri Musa Hassan hit out
at politicians who have been criticising police over the shooting of a
schoolboy on Monday.
In a rare outburst, Musa said police were not biased in this matter but pointed out his men could not tell if the driver of the car was an adult or a teenager as it was dark.

“As a rule of engagement, policemen are trained to use their firearms in self-defence but it also depends on the situation.

“A weapon does not mean a gun, knife or parang. A speeding vehicle which can be used to plough into policemen is also a dangerous weapon. It can endanger the lives of enforcement officers and other road-users,” Musa said.

The IGP also questioned if it was okay for culprits to do whatever they wanted while police simply sat back and did nothing.

“If people do not want the law to be enforced, then I shall instruct my men to refrain from stopping cars or from going after illegal racers,” he said after attending a blood donation drive in conjunction with the 203rd Police Day celebrations at the National Blood Bank yesterday.
“The police will not compromise on public safety and security.

“The people should be more balanced in their views when commenting on this incident as the police were also doing their job.”

Musa was commenting on criticisms hurled against the police after the shooting of Aminulrasyid Amzah, 15, early on Monday. Four policemen have been re-assigned to desk duties pending investigations.

The investigations are being monitored by Deputy Home Minister Datuk Wira Abu Seman Yusop. Musa urged the public not to speculate on the case, assuring them that a thorough investigation was being carried out.

“The investigations are fair and transparent,” he added.

The investigation papers are expected to be handed over to the Attorney-General’s Chambers for further instructions today.

As a parting shot, Musa advised those who were stopped by police not to try and escape as it would only cause further suspicion and lead to unwanted incidents.

Aminulrasyid, who was driving his sister’s car, had allegedly tried to escape after grazing another vehicle in Section 7, Shah Alam.

Witnesses claimed Aminulrasyid and a schoolmate, were chased by a group of motorcyclists. Several patrol cars also joined in the chase.

Several shots were fired by police at Aminulrasyid’s car tyres to force him to stop. One bullet, however, hit the schoolboy in the back of his head. He was killed instantly, while his friend, who was in the front passenger seat, escaped on foot.
The incident occurred some 100 metres from the victim’s home in Section 11/2G, in Shah Alam.

The schoolmate, it was learnt, ran back home and later attended Aminulrasyid’s funeral. It was at the funeral that he was pointed out to police who urged him to lodge a police report.

The victim, a student of SMK Section 9, in Shah Alam, is also the youngest of eight children.

Police had earlier claimed that they found a parang in the victim ’s car but allegations that Aminulrasyid could have been involved in illegal activities were roundly rejected by his family, teachers and schoolmates.

Politicians had joined in the furore, demanding that police clear the schoolboy’s name if investigations revealed that the only crime he had committed was driving without a licence.

Funds for Chinese: BN fulfils pledge, hands over RM to Rasa school

2010/04/29

PUTRAJAYA: Barisan Nasional will not punish the Chinese community for their lack of support in the recent Hulu Selangor parliamentary by-election but is hoping that they will back the ruling party in future.
Prime Minister and BN chairman Datuk Seri Najib Razak gave an assurance that no community in the country would be sidelined.

He also made good yesterday the promise he made during the by-election to SJK (C) Rasa by handling over RM3 million for the refurbishment of the school, including its expansion.

The allocation was approved on Monday, the day after BN candidate P. Kamalanathan wrested the opposition seat with a 1,725 vote majority.

Najib said he wanted it on record that BN would fulfil its promises.

The people must know that it is a party they could rely on and trust to meet their expectations and aspirations, he said.
“I must refute suggestions that BN will sideline the Chinese community as they did not give us their full support in the by-election.

"Today, we prove that we do not do that.

“This contribution is one done out of sincerity to the Chinese community and we hope to get cooperation from them. Even though they did not support us fully then, we hope that in the futurethey will give us more support,” Najid said after presenting a cheque for the allocation to the chairman of the school board, Ng Tek Kui.

In the Sunday by-election, BN obtained 28 per cent of the Chinese vote, down from the 37 per cent in the 2008 general election.

Also present were Hulu Selangor newly-minted member of parliament P. Kamalanathan and MCA leaders.

"We are handing the allocation over directly to the school’s management so that they can start constructing additional buildings in the school.

“My debt (to the school) is settled,” Najib said in jest.

He made the promise to help the 80-year-old school, located in the heart of Rasa town, on Saturday.

Although the school, with a student population of 330, was not on the list of Chinese schools to receive a government allocation under the second economic stimulus package, Najib said he could not ignore the community’s appeal for a new building.

Selangor Umno deputy liaison chief Datuk Seri Noh Omar, who was at the presentation, said the BN would have its ear to the ground to listen to the grouses of the people and resolve them.
"We don’t just sweet talk but take action to address people’s problems.”

Noh said BN would analyse and solve the issues behind the lack of solid support from the Chinese community to BN.

“Feedback from the ground was that the Chinese want certain issues to be addressed but they are very keen on the 1Malaysia concept.”

MCA president Datuk Seri Dr Chua Soi Lek chided the opposition for accusing the government of giving allocations as a bargaining chip for garnering support.

“Allocations for development are justified and BN is not in the business of punishing those who turn the other way as development is the duty of the government in power.”

Abu Seman to oversee probe into death of Aminul Rasyid Amzah

By ZULKIFLI ABDUL RAHMAN and STEVEN CHIEW - The Star

KAJANG: Deputy Home Minister Datuk Wira Abu Seman Yusof will monitor investigations into the death of 15-year-old Aminul Rasyid Amzah, who was shot dead by police during an incident in Shah Alam on Monday.

Home Minister Datuk Seri Hishammuddin Tun Hussein said his deputy Abu Seman would supervise the investigations to see that there was transparency.
“I, too, am shocked. I will not make any judgment until the matter has been thoroughly investigated and I appeal to the public not to listen to or speculate on confusing comments that are not based on the truth.
“My deputy will monitor investigations to ensure they are transparent so that the people will know what actually happened,” he told reporters after attending a luncheon with members of the Malaysian Prisons Visitors Board at the Kajang Prison yesterday.

Aminul’s 65-year-old mother Norsiah Mohamad said her son was not a criminal and lodged a report urging police to conduct a fair and thorough investigation.
She said an investigation was needed not only to clear her son’s name but also to ensure that such incidents do not recur.
“I am very sure my son was not a criminal as reported in the media,” she told a press conference at her home in Section 11, Shah Alam, yesterday.
Also present were her daughters Nor Azura and Tudy Shahniza Anam and her son in-law Muzafar Mahali.
Muzafar, the owner of the Proton Iswara that was driven by Aminul during the shooting, said police questioned him on Sunday night about the car used by his wife before the incident.
He said it was only when police contacted them after the shooting that he and his wife realised that Aminul had driven the car to visit his friends without their knowledge and consent.
“We believe Aminul panicked when he saw the police patrol car as he did not have a driving licence,” he said.
Selangor police chief Deputy Comm Datuk Khalid Abu Bakar said there would be no cover-up in the investigations.
Aminul was shot dead on Monday morning when he allegedly tried to reverse the car he was driving into policemen who had stopped the vehicle in Section 11.
The incident happened at about 2am after Aminul had sped off and ran through several red traffic lights before being stopped by patrol cars.
His friend escaped on foot while Aminul allegedly tried to reverse his car towards the policemen in his bid to escape.
One of the policemen fired four shots, one of which killed Aminul.

Special panel to look into fatal shooting of a school boy -Aminulrasyid Amzah

By Kalbana Perimbanayagam, Noor Hazwan Hariz Mohd, Mazlinda Mahmood
KAJANG: The home minister has ordered a full-scale investigation into the death of a 15-year-old schoolboy who was shot by police after a car chase in Shah Alam early on Monday.
A special committee, headed by Deputy Home Minister Datuk Wira Abu Seman Yusop, will oversee investigation into the case which has been classified as murder.

Home Minister Datuk Seri Hishammuddin Hussein said they wanted to know what actually transpired that led to the fatal shooting of Aminulrasyid Amzah, a Form Three student of SMK Section 9 in Shah Alam.

Initial reports stated that Aminulrasyid was shot when he tried to reverse his car into four policemen after he was cornered in Jalan 11/2G in Section 11, Shah Alam.

It was also reported that police found a parang in the car.

“I have ordered a thorough investigation into the incident. There will be no coverup or bias. We are not taking the matter lightly, especially since it involved a schoolboy.
"However, at this point, it is too soon for us to make assumptions,” the home minister said after a meeting with visiting judges at Bukit Wira Kajang Prison, here, yesterday.

The four policemen have been reassigned to desk duties pending investigation.

Earlier in Shah Alam, Selangor Umno deputy chief Datuk Seri Noh Omar said he would raise the issue at tomorrow’s cabinet meeting to ensure investigations were carried out quickly and fairly.

The agriculture and agro-based industry minister also hoped that the incident would not be sensationalised and politicised.

Noh also urged police not to issue any statements which could hurt the victim’s family further.

“I agree with the family who complained that police should not accuse the victim of being a suspected criminal until investigations are completed,” Noh said.

The victim’s family has said Aminulrasyid was a good boy who was not involved in any illegal activities.

It was learnt that the victim and a schoolmate had gone to Section 7 just after midnight to help a friend who had a flat motorcycle tyre.

It was believed that the victim was then involved in a minor accident after which he was chased by several motorcyclists.

Two police cars then joined in the chase.
It was reported that police tried to stop the car by firing several shots at the tyres, but one bullet hit Aminulrasyid in the back of his head.

The car hit the wall of a house before coming to a halt. The victim’s friend, who was not injured, escaped on foot.

Blitz against 'givers': MACC wants civil servants to report all bribery attempts

2010/04/27

PUTRAJAYA: The heat is now on members of the public who try to buy their way out of trouble with enforcement officers.
The Malaysian Anti-Corruption Commission has begun a nationwide blitz against these offenders.

MACC Chief Commissioner Datuk Abu Kassim Mohamed said MACC was now giving equal focus to “givers” and “receivers” because most people arrested for corruption were those who received bribes.

But more “givers” are being nabbed over the past three years.

From 2000 till last year, 866 members of the public were arrested for attempting to bribe civil servants, 90 per cent of them from enforcement agencies.

Since the beginning of this year, 16 have been brought to courts or are waiting to be prosecuted.
In 2007, of the 591 arrested for alleged corruption, 303 were civil servants. In 2008, the number dwindled to 282, or about half of the 605 arrested.

Last year, of the 500 arrests, 194 were civil servants.

MACC’s number two, Datuk Mohd Shukri Abdull, said the difference in the numbers showed that civil servants had begun to reject corruption and report such attempts to MACC.

Shukri said MACC was also pushing for deterrent sentences as corruption was responsible for the immense amount of drugs and notorious criminals entering the countryUnder Section 17(b) of the MACC Act, those giving bribes can be jailed up to 20 years and fined not less than five times the bribe or RM10,000, whichever is higher.

Abu Kassin said MACC officers would have their eyes and ears to the ground to catch offenders red-handed.

He said MACC would work with enforcement agencies to "trap" offenders when the need arose.

Abu Kassim spoke to reporters after the launch of the "Let's Make a Change, Fight Corruption" campaign by Chief Secretary to the Government Tan Sri Mohd Sidek Hassan here yesterday.

Also present were heads of enforcement agencies, Inspector-General of Police Tan Sri Musa Hassan, Customs director-general Datuk Seri Ibrahim Jaapar and Cuepacs president Omar Osman.

Sidek, in his speech, reminded heads of department against the culture of "wanting to be popular" by not taking action against corrupt fellow officers.

He also said while many civil servants rejected corrupt practices, they often failed to report bribery attempts.
Anti-corruption laws, he pointed out, spelt out clearly that any attempts at bribery must be reported.

Sidek honoured eight personnel from various enforcement agencies who had turned down bribes of tens of thousands of ringgit offered to them and instead arrested the givers.

They included senior criminal investigation officer Azam Ismail, who declined an offer of RM20,000 to let off a fellow police officer who was booked for soliciting money from a suspect.
